A resposta certa é Buenos Aires. Atualmente, a cidade conta com 7 equipes na primeira divisão argentina enquanto "apenas" seis times londrinos disputam a Premier League. Para efeito de comparação, a cidade brasileira com mais clubes na primeira divisão é o Rio de Janeiro, com quatro times. Veja a lista:

London also have Crystal Palace and Queen's Park Rangers who have been Premiership teams in the past - Palace as recently as 2 years ago.

And before they dissolved, Wimbledon was also a London based Premiership team.

Can't think of any others.

not entirely sure what the post is about, but Buenos Aires has the highest concentration of professional football clubs in the world. this reflects on all levels of football i'm sure, and so they have the most in the primera division.

as for teams in the top level at one time, well palace were up the year that west ham were down, otherwise london would have equalled that record.
